While supporters of President Carter say a Kennedy challenge could make the Democratic nominee vulnerable in the general election, Kennedy said past contests have "energized the party."
Organizers of the campaign said Carter has failed to convince the people of his ability as a leader. They said they fear Democrats could lose not only the presidency but also control of Congress and state legislatures if Carter were to head the Democratic ticket.
Edwards said it was not his organization's intention to be "a divisive force in the Democratic party." He added, "We are simply responding to a set of circumstances that we find to be a fact today--that the incumbent President has not rallied the country around his administration."
Kennedy, in an interview last week with the Associated Press, said a major factor in his decision whether to run for the 1980 Democratic nomination is Carter's ability to regain the confidence of the American people.
He said that he has no timetable for a decision, but added he would plan, if he runs, to enter the earliest primaries and contest for delegates in the Democratic caucuses in Iowa.
