...overseas commercial banks would be handed over to the central bank of the debtor. The commercial banks would be able to write off the debt as a loss and donation for tax purposes, while the debtor country would put a percentage of the debt into a local currency deposit. The interest would be directed into an antidrug fund for financing crop substitution and other development projects in areas where cocaine is produced...
...prim, bespectacled schoolmarm, standing at the head of a well-scrubbed, disciplined class, is a stereotype from a bygone era. Today most high school students have had more experience with alcohol, drugs and sex than she ever could have imagined. Pregnant girls are seen in school corridors; others deposit their babies in school day-care centers. Violence is a regular visitor to the schoolyard. Last year in New York City there were more than 300 instances in which students punched, stabbed or otherwise assaulted public school teachers. Against such corrosive influences, it is increasingly teachers -- not parents -- who are called...
Last week Great Western announced that it would try to escape the FSLIC burden by applying for coverage from the Federal Deposit Insurance Corporation, which protects commercial banks. Since banking problems have not become as severe as the S and L crisis, the FDIC has not raised its premiums as much as the FSLIC and would charge the California institution only $17 million. Congress passed a law in 1987 prohibiting most federally insured S and Ls from abandoning the FSLIC, but Great Western's executives plan to circumvent the ban by merging with a Washington State savings bank that...

DEPOSIT CONTRABAND HERE BEFORE YOU ENTER THE UNITED STATES reads a sign in language that seems more suitable for an antilittering campaign. The lock on the mailbox is rusty, and a spider has built a formidable web over the chute where any law-abiding, English-speaking drug smuggler would drop his neat little packet of cocaine or heroin. While the mailbox is an extreme example of bureaucratic wishful thinking, the larger U.S. approach...
Soon a more complex laundering method was introduced. BCCI allegedly began to wire drug money deposited in its branches to accounts in foreign banks, using major New York City institutions as unwitting intermediaries. Once the funds were overseas, BCCI allegedly used them to buy certificates of deposit at banks in France, Britain, Luxembourg, Uruguay, Panama and the Bahamas. Using the CDs as collateral, BCCI then issued phony loans for slightly smaller amounts to the agents' Panamanian account. Once again, the agents gave the Colombians signed blank checks drawn against the account. BCCI collected the CDs as "payment" for the loans...
