...rebels, for instance, gives them a chance for some low-cost, low-risk adventurism, with possibly big rewards. This is basically Vance's view, although he admits to some uncertainty about Moscow's ultimate intentions. Brzezinski leans to the second view, which is that the Soviets have a grand design for Africa and the Middle East. In addition to seizing a commanding position on the rim of the crucial oil routes, their goal would be to gain direct access to the warm waters of the Indian Ocean, a dream that goes back to czarist times...

...that people require more ornament, not less?" asks Philip Johnson, who was once a prime exponent of the "less is more" school of architecture. Now he sees the beginning of a new era and, at 71, apparently means to enter it full tilt. His recent design for the AT&T headquarters in Manhattan has been dubbed "the world's first Chippendale skyscraper." But criticism of the project didn't stop the American Institute of Architects from honoring Johnson by presenting him with its prestigious Gold Medal last week. ...cannot call Pei's design backward-looking; but the East Building is certainly a conservative, and in many respects a classical, structure, whose visual meaning turns on the idea of established excellence. It is less a "proposition" than a calm, final statement. In that respect, it is unlike the only comparable museum (in terms of cost, elaboration and civic importance) to have been built in recent years, the Pompidou Center in the Beaubourg section of Paris. ...EXHIBITION in the gallery mostly use a combination of different etching techniques--aquatint, monotype, lithography, drypoint--are mostly large (approximately 40" by 28") and all expensive (ranging between $5000 and $7500). The techniques used in the creation of the pictures belie the apparent simplicity of some of the design. Miro adds further texture and richness to the design by using drypoint engraving, embossing and carborundum, a graining stone that makes heavy furry lines...

...President Carter and his cold-warrior advisor, Zbigniew Brzezinski, don't see it that way. They believe the Cuban presence in Angola and the Soviet aid to MPLA are part of a grand Soviet design to extend its influence in southern Africa. Carter has been squawking recently about the Congressional amendment, sponsored by Sen. Frank Church (D-Ida.), which bars U.S. intervention in southern Africa. Carter says the amendment "ties my hands" and cuts down his options. But the option that Carter is apparently considering is support of UNITA in its South-African-supported guerrilla war against MPLA in southern...
