NorthKorean dictator Kim Jong Il has clearly shown with the recent nuclear test that bilateral negotiations are meaningless to him. He has made laughingstocks of Presidents Jimmy Carter and Bill Clinton, whose administrations engaged in direct talks with North Korea about nuclear proliferation.
