Yuri Kapralov, the lone Soviet participant in the nationwide proceedings, offered similarly questionable statements. It may be too optimistic to expect objectivity from a government spokesman, but Kapralov demonstrated a disdain for factual clarity that was truly remarkable. His claim that the United States had been the first to develop intercontinental ballistic missiles and missile launching submarines, thereby forcing the Soviet Union to respond, is simply not true. The Soviets first tested an ICBM in 1957, well before the first U.S. test firing in November 1958. Hepburn does not disdain the actor's craft; she puts it in perspective. She is happy to talk about some of her favorite leading men. Adapting to the new techniques was initially difficult, but now many of the draftsmen disdain the traditional drawing board. Says Ron Hendricks, 25, a Koltanbar draftsman: "I prefer what we have now. It takes everything out of drawing that was tedious. We never have to start from scratch any more." Adds one of his co-workers happily: "Once you learn how to use the system, it's great." Koltanbar's principal customer seems to think so too. At the GMC Truck & Coach...
