Usage:

Some argue that the deficit as currently delineated is a meaningless figure, because it lumps together outlays for such capital investments as highways, bridges and education and operating expenses. Since private corporations distinguish between these kinds of expenditures, the critics say, so should the government. Then taxpayers could tell how much of their money was going down a hole and how much was likely to result in a long-term return on investment.
