Jane's Verdict. Nikita Khrushchev has stretched his nation's resources dangerously thin. The 1964 and 1965 budgets published in Moscow last week showed sharp cutbacks in plans for such key sectors of heavy industry as steel and electric power in order to divert massive additional funds to the lagging agriculture program and the backward chemical industry.
