...these international promises into national policy. The energy bills now moving through Congress should incorporate measures to decrease emissions of carbon dioxide and other greenhouse gases. The almost single-minded focus of the current proposals on increasing the production of fossil fuels--as seen in the misguided drive to drill the Arctic National Wildlife Refuge--should not be allowed to crowd out measures for reducing energy demand, such as increasing the fuel efficiency of new cars or issuing incentives for better insulation of new homes. These measures would fulfill the same energy and national security goals, and they would...
...According to Griffiths, the presence of 16 civilian guests was a serious distraction for the crew of the Greeneville, who should have been concentrating on a rapid surfacing drill, and the demands of entertaining the civilians apparently threw the submarine's rigid procedural schedule dangerously off-target. There were also mechanical problems from the outset; Griffiths reports that a screen meant to display sonar readings to the commander and others on deck was not working, but when officers discovered the malfunction, they decided to put off repairs until returning to port...
With a number of crucial environmental issues looming on the horizon--the question of whether or not to drill for oil in Alaska, a revaluation of America's stance on Kyoto, the fate of millions of square miles of federal land in the West--Norton, Whitman and Bush's lukewarm support of the EPA may turn out to be every Sierra Club member's worst nightmare. It is good to see that Bush has made some sort of gesture with the diesel emission initiative and his support of the Clean Air Act. However, his pro-environment posturing will prove meaningless...
President George W. Bush has asserted that new technology will prevent the drilling from having a significant effect on the wildlife. We find it difficult to believe that large-scale industrial drilling in a pristine wilderness will be innocuous. More importantly, there is no pressing need to drill the refuge--we are by no means clutching to our last barrel of oil, despite Bush's ridiculous and intellectually dishonest references to the California energy crisis. The wildlife refuge would provide too little oil to justify its despoilation...
...ones the SAT has set off. Teachers and schools, which will be, in effect, graded and will have at least a good portion of what they teach dictated to them by outsiders, won't especially like achievement tests. People will complain that the tests have transformed American schools into drill factories. If the tests are pitched at a high level, they will be accused of punishing poor and minority students, and if they are pitched at a low level, they will be accused of dumbing down the schools...
