David Rostetter, despite being legally blind and an ardent advocate for disabled children, estimates that Baltimore spends 35% more on special ed than it needs to. At last year's rate of spending, that's over $40 million, enough to cover the annual salaries of more than 1,000 mid-level teachers. "They have plenty of money," he snarls, with characteristic bluntness. "You can give these people $500 million. They'll piss it away."
