DIED. Simcha Ehrlich, 67, Deputy Prime Minister of Israel, an uncharismatic but influential politician and a moderate voice in Menachem Begin's ruling coalition; of a stroke; in Jerusalem. A Polish-born optician who was elected to the Knesset in 1969, he became chairman of the Liberal Party and, in 1977, Begin's Finance Minister, since the Liberals were the second largest element in the victorious Likud bloc.
