Though left-leaning Israeli officials have broached the idea of a dialogue with Hamas in the past, the election campaign precludes such a controversial move now. Foreign Minister Ehud Barak rules it out altogether. "Their objectives so deeply contradict the very existence of Israel that [conciliatory] gestures can only be interpreted as an attempt at manipulation," he says. "They will pursue terrorism as long as they can, and they should be answered in a determined way." In reply, "Ramzi" says, "One day we will force Israel to change its approach." Signaling a generational shift in Israel's Labor Party, newly installed Prime Minister Shimon Peres, 72, named a group of younger politicians to his Cabinet while retaining the key Defense Ministry post as his own. Ehud Barak, 53, the former Interior Minister, was appointed Foreign Minister, the job held by Peres under slain Prime Minister Yitzhak Rabin. Ehud Sprinzak, Israel's leading expert on right-wing Jewish violence, says, "A sense of enormous theological and personal desperation within the settlers, greatly intensified by Arab terrorism, finally produced an image of a monster in Rabin." Netanyahu himself did not help matters when he compared Rabin's Labor Party tactics to those...

While it seems a safe bet that the commission will ultimately find that Israeli negligence eased Goldstein's mission, the question is how high up it will assign blame. One possible victim is Lieut. General Ehud Barak, the military chief of staff who has been widely touted as Prime Minister Yitzhak Rabin's preferred successor. Says a high-ranking army officer: "Barak used to be considered a wunderkind. The blunders made in the Tomb have tarnished his reputation...
