That's why Massachusetts makes schools completely redesign instruction plans before they can receive ELT money. Elsewhere, high-performing charter schools, like those in the Knowledge Is Power Program (KIPP) network, combine more class time with a rigorous curriculum and exceptionally devoted teachers.
