Russian Foreign Minister Andrei Kozyrev renewed efforts to ease sanctions against Iraq, taking his plea to the United Nations. Kozyrev argued that the U.N., despite U.S. objections, should lift an oil embargo on Iraq by May in exchange for Saddam Hussein's recognition of Kuwaiti sovereignty. (He also said Russia had received advance information on last week's desert maneuvers and reports that "Iraq was not planning to attack Kuwait.") The U.S. response: U.N.
