Upon entering office, the Clinton team boldly touted its policy of "dual containment" of Iraq and Iran. Five years later, that policy is in dual shambles. The containment of Iraq has collapsed: the coalition dead, the inspections stopped, the embargo porous and teetering. And Iran? Even as it tests an 800-mile-range missile, even as it rushes to build nuclear weapons, the new party line enunciated by Albright is detente, bringing down "the wall of mistrust" between the two countries...

Your statement that Nigeria is a country where "everything but misery is in short supply" is an insult. Nigeria is not as bad as the Western press portrays it. I hold America partly responsible for Nigeria's problems. If the U.S. had placed an embargo on Nigerian oil, the billions of dollars in revenues siphoned off by the military bosses would not have been available. Cuban artists are taking advantage of the crack in the embargo door. Over the next few weeks, Valdes plans stops in Philadelphia, Washington, Los Angeles and St. Paul, Minn.
