...made sure the MCCAIN-EDWARDS-KENNEDY bill reached the Senate floor first. But many Republicans hope to modify it with large chunks of the rival BREAUX-FRIST-JEFFORDS bill (or kill it outright with amendments). Kennedy will have to budge on some issues--like whether the bill will pre-empt state laws. Bush hopes the bill gets weakened before it reaches the conference committee, leaving room for compromises he wants...
...made a pre-emptive strike of its own. It announced that taxes in general would come down, with the corporate levy slashed to 10% over the next few years and the top income tax rate falling from last year's 20% to 15%. Universally low taxes should pre-empt claims of ring-fencing...
Harvard too should join in this movement and release its educational materials to the public via the web, helping to usher in the (hopefully) coming revolution. At best, this move might force the administration to reassess the importance of teaching credentials in its faculty recruiting procedures to pre-empt empty lecture halls, students having chosen to imbibe their information elsewhere online, or to prevent the world from viewing some of the almost laughably poor lecturers who grace the venerated science departments. At worst, this burgeoning open market of information transfer specialists might signal Harvard’s first step toward...

No one remembers Inaugural speeches anyway (can you quote one other than Kennedy's?), and Bush...
CELL PHONES Do they or don't they cause brain cancer? After a handful of studies yo-yoed back and forth on the answer, the Cellular Telephone Industry Association tried to seize control of the uncertainty this summer and, they hoped, pre-empt any future lawsuits. (Noted class-action attorneys have already joined an $800 million suit against Motorola.) The association suggested that cell-phone manufacturers voluntarily disclose radiation levels emitted by each unit's antenna. Meanwhile, those who walk and talk at the same time can take solace; the latest studies find no increased risk of brain tumors...
