...commission to draw up re-organizational proposals. Eventually, the legislature drafted a constitutional amendment, which was supported by Missouri voters in a referendum. In January of 1973, after Hearnes had concluded the two terms permitted by Missouri law, Bond urged the legislature to take the last step and enact a specific reorganization law. Almost a year later, after a series of struggles between Bond and the legislature, both houses passed a bill acceptable to the Governor. Beginning in July, the state's agencies will be consolidated into 13 departments...

...Arab oil embargo, the Administration is still actively seeking stand-by authority for mandatory nationwide gasoline rationing. Reason: there is still a need to restrain energy consumption until the flow of Arab oil is fully restored-if indeed it is fully restored. Last week President Nixon asked Congress to enact a bill that would revive many provisions of the Emergency Energy Act that he vetoed the week before because it would have forced a rollback of oil prices. They did not come from price gouging in the U.S. but largely from big sales overseas, where demand is even higher than in America. Exxon, for example, reported an 83% increase in profits from oil that it bought, refined and sold in Europe and elsewhere in the Eastern Hemisphere v. only a 16% increase from its business in the U.S. Domestic operations have...

...awkwardly behind her to answer a telephone call, at the same time mistakenly pushing the "record" button on the machine ?and thereby erasing perhaps five minutes (but not 18) of the taped conversation. Asked in Perry Mason-style by Jill Wine Volner, an Assistant Special Prosecutor, to re-enact this, Miss Woods reached for the imaginary phone?and lifted her left foot. Sirica ordered all the tapes to be examined by a panel of technical experts for "any evidence of tampering...
