...grip of a semipermanent revolution, constantly undergoing social and economic changes that in Europe might send people to the barricades. Occasionally, Americans may still try to re-enact the two-fisted frontiersman, but the real source of much American violence is the swift pace of social change, which can be deeply disturbing to the less stable personalities in a society. Europe has usually experienced its revolutions spasmodically, at fairly long intervals, while in between it tends to defer to official authority far more than do Americans...
What is most amazing about the anti-riot legislation is the complete illusion of many Congressmen who believe that they can solve the the problem without givin git top priority. The poverty program is in dire straits; the House has refused to enact legislation designed to protect civil rights workers; it has cut back the model cities program by $425 million; and it has denied funds for rent supplements. President Johnson says Vietnam should have top priority. Congress agrees. But Newark and Detroit tell a different story...
...Republican Representative William Cramer, Wilkins said with scorn: "He and his colleagues have great wrestlings with their souls and wordy parliamentary debates in considering, trimming, altering or rejecting a civil rights bill. "We are dealing with a provision which does not just repeal an existing law forbidding racial discrimination," said White. "Section 26 was intended to authorize, and does authorize, racial discrimination in the housing market...
...main thrust of Y.W. activities these days is directed toward social action in the community. The St. Louis association, for instance, has started a letter-writing campaign to persuade the Missouri legislature to enact a fair-housing law. In Cincinnati, under a Y.W.-sponsored program social workers go to old-age nursing homes to entertain and teach lonely inmates recreational skills. Y.W. members now run a number of local Job Corps, Head Start and Neighborhood Youth Corps programs. In another tie-in with the federal antipoverty program, 27 Y.W. centers are opening their residences to 1,800 girls just...
