Reconstruction has been slowed by bureaucratic delays and seemingly endless feasibility studies. A year after the quake, $630,568,706 in federal and state funds has been approved for relief and recovery. But only a third of the 38,000 people who requested emergency housing help have received it so far. Thousands more are still without permanent homes, a plight mainly affecting the poor because the quake destroyed so much low-cost housing...

None of this excuses Israel's endless stalling on meeting the legitimate aspirations of the Palestinians, nor Washington's reluctance to lean harder on its ally to do so. Nor can Israel be encouraged to believe that the Iraqi invasion of Kuwait might somehow give it an excuse to hang on to the West Bank and Gaza for another 23 years. But the two wrongs simply are not equal. And any attempt to pretend that they are can only confuse and weaken the world community's response to Saddam Hussein's blatant aggression...

Throughout On the Verge these "Victorian lady travellers" engage in an endless volley of pithy, alliterative, and highly allusive language. Plagiarizing from sources as varied as Joyce, Shakespeare, and the slang of fifties Americana, they wend their way through the kaleidoscopic landscape of "Terra Incognita," a territorial hybrid of the 19th century African Congo and the Land of the Blue Meanies from the Beatles' acid-crazed 1967 animation, "Yellow Submarine." This land is to be imagined rather than perceived: at the playwright's behest the set is relatively sparse...

PERHAPS the most compelling reason why all Arabs ought to condemn this modern "Saladin" (sic) is because of the endless number of atrocities which he is currently committing against his fellow Arabs and Muslims, against helpless human beings. There can be no justification for the systematic executions, imprisonment, rape, wholesale looting and robbery in Kuwait. Can we simply chalk up these crimes to the neccessities of subduing a conquered land? Would they in time abate? The answer, judging from Saddam's history of human rights violations, is an uniquivocal...
