TURKEY Smoothing the Way Parliament amended the constitution to allow the leader of the pro-Islamic Justice and Development Party, which won last month's general election, to run for parliament and thus become Prime Minister. Recep Tayyip Erdogan has been banned from running since his 1998 criminal conviction for reciting a poem that compared minarets to bayonets, which authorities said incited religious hatred.
