Soviet Agents. In 1956, after West Germany had gained sovereignty, Gehlen's organization ended its dependence on the CIA. Gehlen, who was known in the trade as Herr Doktor, enjoyed Konrad Adenauer's close confidence. When Adenauer stepped aside in favor of Ludwig Erhard, Gehlen's standing declined in Bonn, partly because Erhard mistrusted espionage, and partly because of disclosures that two of Gehlen's aides had been double agents in Soviet employ. But Gehlen recovered a measure of his former influence under the Grand Coalition, even though he warned Chancellor Kurt Kiesinger and Foreign Minister...

Tough & Unbending. Under the Christian Democratic governments of Chancellors Adenauer and Erhard, letters from East Germany were not even opened. As a price for joining "the Grand Coalition," the Social Democratic Party insisted on a conciliatory foreign policy that aimed not only at working for German reunification but also at improving relations with the entire Soviet bloc. Bonn has recently offered East Germany the prospect of more trade, large development loans and official talks at the sub-Cabinet level about easing travel and communications restrictions that now exist between the two countries. ...Kiesinger quickly made it clear that he was also there to take charge. After a two-hour speech, in which he matter-of-factly demanded full control of the party, he was voted in as chairman of the C.D.U. by an overwhelming majority of 423 to 16, replacing Ludwig Erhard. He also, despite early objections, won almost as massive support for Bruno Heck as secretary-general to handle the party's day-to-day affairs. Cried Kiesinger: "I, the Chancellor, require the full support of my party!" The delegates sprang up and gave him a 55-second ovation...
