Although Nixon's vetoes were appalling, they were legal. But in announcing the vetoes, White House Aide John Erlichman had still more bad news--this time for the Constitution. In a further effort to enforce the President's $250 billion ceiling over the already-stated will of Congress, Erlichman said that Nixon would simply refuse to spend some of the money which Congress had appropriated.
