While the Japanese continue to seek academic footholds in the U.S., a number of stateside universities are bringing American-style education to Japan. In 1982 Temple University became the first U.S. school to establish a branch campus in Japan. In a new nine-story Tokyo building financed by a separate Japanese board, some 1,600 Japanese students attend classes taught in English by Temple professors. As an interim step, several participants want to strengthen the U.N. Secretary-General's authority to investigate charges of chemical...

The decade-long arrangement would establish BU as the administrator of the school system, known for its high dropout rates and low test scores. After local approval, the plan would require ratification by the state legislature and the governor...
...succor a patient, rescue a school or salvage a neighborhood gives volunteers a sense of success that few jobs can match. The chance to create and control a daring solution is irresistible and restorative. Attorney Tom Petersen is on leave * from the Dade County state attorney's office to establish, among other community programs, Teen Cuisine, which teaches culinary skills to teenage mothers. "We discovered almost by accident," he says, "that creative economic incentives can be much more effective in changing the girls' behavior than traditional counseling...
