...Odinga agreed the situation in Somalia was "really threatening" and needed "urgent international attention." If Mogadishu falls, the consequences will be very grieving, he said. He also appeared to refer obliquely to al-Shabaab threats to attack Nairobi, saying, "Kenya has been affected by this obvious terror." Like Ethiopian leaders, however, Odinga stopped short of publicly committing troops. Reports from Somalia's western border with Ethiopia claimed that Ethiopian troops had entered Somalia on June 22, despite a statement from Addis Ababa that it would not enter the country without an international mandate. Ethiopia invaded Somalia in late...

...Sharif and Aweys agreed that all foreign troops must leave Somalia and supported a national resistance against them. But after Ethiopian troops pulled out in 2008, the two split. In January, Sharif formed a government that espouses Shari'a law but also seeks dialogue with the West. Aweys formed the more militant Hizbul Islam, which is seemingly opposed to any contact with the West. And many Somalis, along with outside observers, suspect local officials in Mogadishu and in ports in semi-autonomous Puntland further north of accepting bribes from foreign fishermen as well as from pirate elders. U.N. monitors in 2005 and 2006 suggested an embargo on fish taken from Somali waters, but their proposals were shot down by members of the Security Council. (See photos of dramatic pirate rescues...

...unclear how much cooperation Scotland Yard can expect when it comes knocking on Washington's doors. Mohamed, an Ethiopian-born British resident who was held in Guantánamo from 2004 until this February, failed in U.K. court bids to obtain evidence about the U.S. role in his treatment. The documents were withheld on the basis that disclosure would endanger future intelligence sharing by America and Britain. Campaigners see no discernible shift in this stance since President Obama took power. Stafford Smith says there is "reticence in the Obama administration to turn over all these stones." The CIA declined comment...
