C., has been on the alert for international slights. Last week he thought he had found one. He thought he had caught Dantes Bellegarde, the Haitian Minister in Washington, saying that the Haitian fort for capturing which he (Butler) won the Congressional Medal of Honor, was a fictitious fort.
