Paradoxically, the cause of labor peace has been helped by the Pay Board's stand against wage-and-benefit increases that exceed its 5.5% guideline. Unionists seem to have concluded that it is senseless to march the picket lines for weeks in order to win fat raises that the Pay Board will disallow. If the Pay Board's authority is gutted, though, many more union chiefs may call strikes for inflationary wage gains, especially if they feel that living costs will jump.
