Paradoxically, the cause of labor peace has been helped by the Pay Board's stand against wage-and-benefit increases that exceed its 5.5% guideline. Unionists seem to have concluded that it is senseless to march the picket lines for weeks in order to win fat raises that the Pay Board will disallow.
