Much of the excess demand can be traced to the federal budget deficit, which is expected to rise from $150 billion in 1987 to $165 billion this year. Although no one disputes that Chesapeake Bay and other coastal ecosystems are becoming dangerously polluted by excess nitrogen, not all experts agree that acid rain plays a key role.
