...general, TIME found in roundup interviews last week, the cities count on three simultaneous measures. They will improve mass-transit systems (mainly bus) by buying new equipment and reserving highway lanes for express buses to the suburbs. They will require that old cars be "retrofitted" with devices to reduce exhaust emissions. Finally, they will encourage car pools by incentives such as free trips through toll gates...

Walter Rauff, 68, a former SS colonel, prefigured the gas chamber by channeling exhaust fumes into trucks filled with victims. Vienna Nazi Hunter Simon Wiesenthal claims that Rauff was responsible for the deaths of 97,000 people in such a manner in Byelorussia, the Ukraine, Poland and Yugoslavia. Rauff reportedly lives today in Punta Arenas, Chile. West Germany requested Rauff's extradition in 1963, but the Chilean supreme court denied the request because the statute of limitations had taken effect...

...burned fuel residues. In rotary engines like the Wankel, the same effect is achieved not by reciprocating pistons but by a turning rotor. As it revolves inside a specially shaped chamber, the rotor is able to perform all the basic strokes of a piston engine: induction, compression, ignition and exhaust. The new engine, originally conceived by Karol to get more performance out of motorcycles, combines what he considers the best of both systems: it consists of a large, partly spherical rotor that itself contains two side-by-side pistons sliding at right angles to each other...

...distinctive feature. By relieving the power piston of the job of inducting air, it allows the engine to take in more air and burn its fuel during a much greater portion of each cycle than in conventional engines. Moreover, a blast of fresh air helps expel the exhaust gases before any more fuel is introduced. The net result, Ansdale explains, is not only a more efficient use of gasoline, but also less of the unburned chemical residue that is a major source of automotive pollution...

...flight lessons. Then he is off. In an F-84, thundering toward the target on a mock strafing run. In tight formation with the National Air Guard, tensely but proudly crowding in under his flight leader until the rudder of Bach's plane is blackened by the leader's exhaust. The voice of the late John F. Kennedy rises through a dissolve that shows a New Jersey Air Guard unit listening. When the President says he will activate Air Guard squadrons for a year because of the Berlin crisis, the flyers, including Bach, roar approval. Then Bach is strapped into...
