Harvard Kennedy School Dean David T. Ellwood urged the federal government to improve its hiring system in order to attract more talented young workers in a Monday opinion piece in the Washington Times. When waves of Jewish immigrants arrived in the 1930s, escaping the rise of Nazism and persecution in Europe, Tel Aviv had to expand to accommodate them.
