Brown is straining to shift the collective mood back in his favor, promising better cancer care for Britons and even attempting to turn around his party-funding embarrassment by proposing a fresh look at the rules that govern it. His own supporters are gloomy, recalling another Prime Minister who inherited the remains of an electoral term from his predecessor. "The danger for Brown is that this will start to be like [John] Major's government, buffeted by things happening to it, in permanent reactive mode, trying to micromanage each response to each incident, occasionally relaunching, and never really able...

...early lead, the Crimson managed to tie the score at 11 apiece. Then, the Terriers set the tone for the rest of the game by grabbing the lead on back-to-back threes from Strong and junior guard Marques Johnson.Harvard did not see the score tilt in its favor until 8:28 left to play in the half. Chávez's calm concession did Venezuela, as well as democracy-challenged Latin America, a valuable service. And, whether he believes it or not, Venezuela did Chávez a favor as well by rebuffing the constitutional amendments that sought to expand and extend his already ample political power. If so, he stands...

There was little surprise in the results of Russia's parliamentary election Sunday, with Vladimir Putin's party appearing to have won two-thirds of the vote. Given the extensive use of state resources to tilt the political playing field entirely in the favor of the ruling party, the outcome was all but predetermined. But the more telling fact may be that Putin's managed election victory has caused so little public discontent outside of small liberal enclaves of the middle class and die-hard supporters of the Communist Party. That lack of an outcry is just further proof that...
