What is easily forgotten in this argument is the right of citizen taxpayers. They send representatives to Washington who are answerable for the expenditure of funds exacted from them. In general these voters want to favor their own values if government is going to get into the culture-subsidizing area at all (a proposition many find objectionable in itself). Politicians, insofar as they support the arts, will tend to favor conventional art (certainly not masochistic art).
