...Formulas. The nonendowed foundation, begun by Industrialist Lew is Hill in 1949 "to create new formulas for radio," also has its enemies. In 1963, the U.S. Senate Internal Security Sub committee investigated Pacifica for Communist infiltration. In 1964, the FCC dismissed a battery of complaints against Pacifica, including obscenity charges, after Berkeley's KPFA broadcast readings of poems by Poet Lawrence Ferlinghetti and a frank talk among eight homo sexuals about their problems and attitudes. The latest and most bitter com plaints were raised early this year after a militant Negro guest on Manhattan's WBAI read...
...censorship may yet prevail. One possible way to bring it about: pressure on individual stations. In the N.A.B., individual stations outnumber and outvote the three networks. And in recent months, TV station owners have become increasingly jittery over the activities of the suddenly rambunctious Federal Communications Commission. Though the FCC has no direct jurisdiction over the networks, it can influence individual stations through its licensing power. I continue to believe as I did a year ago that FCC is one of the keys to the future of this troubled city. Kenneth S. Lynn Washington...
Counterattack. Cigarette executives are also intensifying their own anti-anti-smoking war. Just last month the Tobacco Institute petitioned the Supreme Court to overturn the 1967 FCC ruling that broadcasters must give free time to commercials warning of the dangers of cigarettes. The Tobacco Institute has also opened a six-week nationwide campaign of newspaper ads reiterating the industry's defense that "there is no demonstrated causal relationship between smoking and any disease"-a claim that a spokesman for the Government's National Interagency Council on Smoking and Health describes as "typical hokum...
