Hope rose last week in the breasts of NBC and CBS men who want FCC's dread regulations of the network business (TIME, Jan. 12) never to go into effect. A New York Federal Court, to which they had applied for an injunction against FCC, first shook the networks with a faintly acidulous refusal to take the case (on the ground that they were hollering before they were hurt).
