After a bloody, 25-year struggle to oust Britain from Northern Ireland, the Irish Republican Army (I.R.A.) is expected to declare a cease-fire Wednesday, says TIME Ireland Correspondent Tony Connelly. On Sunday, Gerry Adams, leader of Sinn Fein, the political wing of the I.R.A., said the "essential ingredients" and ``necessary conditions" for a settlement were falling into place.
