...Moving Too Quickly? I was dismayed by the urgency that former President Fidel V. Ramos voiced in pushing for constitutional change and a parliamentary system of government for the Philippines [Aug. 15-22]. Ramos means to have the administration overhauled in barely a year, but all the average Filipino knows about the parliamentary system is that instead of a President, a Prime Minister presides over government. The parliamentary system is ideal for a highly informed and involved electorate, but it carries the risk that a privileged few will prey on voter ignorance and build fiefdoms that will lead to crippling...

Ramos stated that if the Philippines switches to a parliamentary system of government, "there will be greater continuity, accountability, predictability and responsibility" [Aug. 15-22].
