Ramos voiced in pushing for constitutional change and a parliamentary system of government for the Philippines [Aug. 15-22]. Ramos means to have the administration overhauled in barely a year, but all the average Filipino knows about the parliamentary system is that instead of a President, a Prime Minister presides over government.
