Pastore of Rhode Island, chairman of the Communications Subcommittee, has introduced a bill to protect a broadcaster's license from public challenge unless it has been previously revoked. In effect, the Pastore bill would grant owners a permanent license. Commissioner Johnson called the legislation "the final takeover by broadcasters," and warned that it meant further emasculation of the FCC.
