There was something in the air at Stockholm also. The arrival in Stockholm of Finnish Premier Johan Wilhelm Rangell, Trade Minister Väinö Alfred Tanner, Supply Minister Henrik Ramsay and onetime Premier Juho Kusti Paasikivi, started rumors that Finland was asking Russia for peace.
