...Vladivostok city government and growing private sector want to attract foreign capital and credits by creating a "free-enterprise zone." Seoul and Tokyo would be only about an hour away by air -- if international flights were allowed to land here. But Vladivostok is home to the Soviet Pacific fleet, and the naval high command is more concerned with keeping out spies than with $ letting in businessmen -- or any other foreigners. ...biggest bottleneck. The Navy has only eight SL-7 fast-logistics ships specifically designed for such work, and two have already broken down at sea; one is being towed across the Atlantic. In a pinch like this, the Navy is supposed to be able to reactivate its mothballed fleet of transport vessels. It has ordered up 41 of them, but so far only 25 have got under way. The Navy last week was chartering 15 American and foreign cargo ships to pick up the slack...

The Air Force is planning for a new generation of advanced Stealth fighters, the Army for a new breed of 80-ton tanks so massive they could not be driven across bridges even in Europe, the Navy for faster, quieter nuclear submarines and a fleet of destroyers costing $1 billion apiece. If they could bring themselves to accept modernized follow-on generations of the highly capable weapons already in the inventory, the services could acquire more of them faster and more cheaply...
Higher gas prices could boost Japan's share of the U.S. auto market, which now stands at about 26%. While the Big Three have substantially improved their fuel economy in the past 10 years, they still lag behind the Japanese. GM raised the average efficiency of its fleet from 19.1 m.p.g. in 1979 to 26.9 m.p.g. last year, while Chrysler boosted its fuel economy from 20.5 m.p.g. to 27.7 m.p.g. At the same time, Toyota raised the average economy of its models from 24 m.p.g. to 31.7 m.p.g., and Nissan from 26.8 m.p.g. to 30.2 m.p.g...
United Parcel, with headquarters in Greenwich, Conn., has spent a year testing 10 natural gas-fuel trucks in Brooklyn, N.Y. Reduction of smog-causing gases has been so effective in those vehicles that the company is preparing to make sample conversions by early 1991 in its 600-vehicle fleet in Manhattan. They will come none too soon; New York City has the second worst air in the U.S., after Los Angeles...
