Both sides are girding for an absurdly early first battle in Florida. On Oct. 13, Democratic county caucuses will pick delegates to a state convention on Nov. 18, when a straw vote will be taken on the presidency. The Kennedy forces do not expect to win the straw vote, which has no official standing, because nearly half the dele gates will be chosen by party regulars loyal to Carter.
