Mayor Josiah Quincy spoke last night in the Fogg Museum on "Boston Municipal Improvements." He said in part: $2,500,000 is appropriated annually for the education of children in Boston, and only $77,000 for their physical development. It is an open question whether the fund for education should not be lowered and the recreation fund increased.
