For an Administration which says that it's interested in reducing the cost of health care, that's a very foolish thing to do, because more effective assessment of health care technology is one of the best ways to save money...

Instead of taking the politically foolish position of calling for repeal of the act, and thus appearing to be in favor of worldwide bribery by American business, the Administration seems to be indicating, whether intentionally or otherwise, that it is prepared to let enforcement of the act languish.
