...Clinton Administration made another strategic retreat today before the House GOP juggernaut, this time proposing to soften provisions of the Endangered Species Act. Interior Secretary Bruce Babbitt released a set of 10 guidelines that would "balance endangered species protection with economic development," including a proposal to forgo enforcement in single-home residential tracts, or on issues that affect areas smaller than five acres. The plan also requires more scientific study before declaring species in danger and gives states and local officials more discretion. The House passed a tougher bill Friday by a vote of 277-141 that would require federal...
Massachusetts Gov. William Weld, one of a handful of Republican governors touted as presidential timber for 1996, announced he'd forgo a run for the GOP nomination. At a Boston press conference, Weld said he'd made the decision in part because he didn't want to become the absentee father of five teenagers. Most handicappers calculate that former Secretary of State James Baker will also soon decide to forgo the race. ``It's the incredible shrinking field,'' says William Kristol, a top Republican strategist. ``Others could still jump in, but we probably know who the candidates are.'' Namely: Dole, Texas Senator Phil Gramm, former Tennessee Governor Lamar Alexander, former Vice President Dan Quayle, Pennsylvania Senator Arlen Specter, and possibly Indiana Senator Richard Lugar and one or two G.O.P. Governors...

"First In His Class," by Washington Post staff writer David Maraniss, says Clinton dropped the idea of running that year after his then-top aide, Betsey Wright, listed the names of women with whom he had been rumored to be involved, and then advised him to forgo the race out of deference to his wife and daughter. Maraniss writes that Wright "was convinced that some state troopers were soliciting women for him and he for them." Wright said today that Maraniss had "misunderstood anything I told him about the troopers...
