This week U.N. finally reached the Berlin problem. Again Russia's position was based upon unlimited national sovereignty. In trying to act on Berlin, said the Russians, U.N. was interfering with the sovereignty of the big powers. In a formal note, Moscow declared that a lot of "false noise was raised" by the Western powers, proposed that the Berlin issue be returned to the Big Four. The West rejected the note and the Security Council started its debate. Cried Vishinsky: "Gentlemen, you have come to the wrong address ... I object to the inclusion of this item on the agenda...
