Carter has hurt himself badly by shifting back and forth between conflicting positions. But it is hard to conclude that this represents only inexperience and uncertainty. It also reflects an earnest desire to reconcile opposites. Opinion polls show dramatic losses for Carter among the usual Democratic constituencies-labor, liberals, blacks -and in large measure these losses must be due to his economic program.
