Having established a framework for debate and ensured that the end result will probably be some variation on the theme of managed competition, the president needs to guide the national dialogue without manipulating it. As someone who clearly relishes the role of America's only elected talk show host, he should promote a meaningful national discussion about the merits of his proposal and possible improvements...

...probably knew it before I came here. But I think a President needs a little time to set forth the big framework of things to the people, which I was able to do on Feb. 17 ((in the Joint Address to Congress)), with good results I think, but it's hard. I wasn't able to sustain it so well...

On his way home from the signing ceremony, Israel's Prime Minister Yitzhak Rabin stopped off in Morocco for an unprecedented meeting with King Hassan II; diplomatic relations may follow. But Rabin lambasted Syria for allowing anti-Israel guerrillas to continue to operate in southern Lebanon.
