Commendatore Cella, General Manager of Isotta-Fraschini Motors, Inc. beamed cheerfully in his Milan office last week, admitted that negotiations were successfully under way whereby the aristocratic Isotta company would manufacture Fords, importing 30% of the parts from the U.
