What makes state propositions especially troubling is that when enacted, they become binding constitutional amendments or inflexible law statutes, reducing budgeting flexibility. But there is nothing but distance in Ray; the disruption in tone caused by the frequent comic interludes undermines our ultimate attachment to these characters...
