...only DDT, which Japanese farmers use mainly on fruit trees, but also BHC, a pesticide that is widely credited with making Japan a self-sufficient rice producer. "We're still in the dark on what residual BHC and DDT will do to the human system," says Dr. Hideo Fukuda of the Ministry of Agriculture and Forestry. "But we've decided that it is wise to ban them sooner rather than later...

...Japanese economy is still undergoing a bumpy readjustment after five years of explosive growth. A prolonged lag in domestic consumer demand has brought continued production cutbacks, especially in steel and textiles, and lower profit reports by corporations. In Washington last week, Japanese Finance Minister Takeo Fukuda let it be known that his country has decided on a strong dose of U.S.-type medicine. Japan will step up government spending and institute substantial tax cuts, which means that next year it will show its first planned deficit since...

More exciting was young Yoshiaki Fukuda, head of Japan's Konkokyo (Shinto) sect (not to be confused with the Tenrikyo sect, whose Patriarch Shozen Nakayama, also at the Parliament, talked about the sect's foundress, his great-grandmother-TIME, Aug. 28). Shintoist Fukuda flayed as "sentimental" any pacifism which ignores "hindrances"-such as Japan's need for territory. Shintoist Fukuda, like Publisher William Randolph Hearst (see p. 21) and members of last fortnight's Banff conference, admitted war between Japan...

...Chinese styled "guilty" by General Fukuda were troops of the South China Nationalist Government established at Nanking (TIME, April 25, 1927). They recently advanced northward into Shantung in the course of their civil war with the North China Government of Peking Dictator Chang Tso-lin. When the Southern Nationalists captured Tsinan, last fortnight, they became "guilty" in Japanese eyes, because they allegedly committed certain atrocities in Shantung. So omniscient is Japanese efficiency that last week the Government at Tokyo placed on display photographs alleged to have been taken (by General Fukuda's order) of Japanese victims tortured to death...
