The Government currently tallies only wage-and-benefit gains in union contracts covering 5,000 or more workers, and these contracts affect only 10% of the U.S. Labor force. Fuller wage data is compiled only yearly, if that often, and it does not cover fringe benefits. No figures at all are collected on the pay of state or local government employees, although they make up a growing segment of the work force, and have won especially fat gains this year...
